Here is a fix for those regular users who can no longer get photo editor to work ( For the Is tyrant who likes to lock them out of anything)...

A search of the Microsoft Knowledge Base for your exact error message returns article 260151 titled: "OFF2000: "No File Format Information Can Be Found in the Registry" Message When You Start Photo Editor". In sum the article says:
1. "Microsoft Photo Editor is a minor auxiliary application that does not meet the requirements of the Windows 2000 Logo compliant program"
2. The program is "trying to access registry keys that require permissions that your account does not have"
3. The workaround is to give "Users" Full Control of this registry key: HKEY_LOCAL_MACHINE\Software\Microsoft\Shared Tools
